Unintended

I remember reading something about a town with a one-room schoolhouse that the town wanted to keep running, but to do so, had to fit it out with a handicapped-accessible bathroom to meet statutes, though there weren't any people at the school who needed this accommodation. There wasn't room in the building, so they constructed a maze of covered ramps and walkways to the one accessible bathroom in the town hall...
