What do they do in design, again?

I just got the design for a replacement page for the reprints. The design for the page includes dots along the left side of the page, and partway along the top and bottom, echoing the design of a sidecolumn feature. The printout I have has the bottom dots not fully there... and someone's handwritten comment next to them "balls cut off"
