What do the population numbers look like?

According to Wikipedia, the 2008 US population (including DC, Guam, American Samoa, and some island areas) is estimated at 305,986,357. Of that, MA is about 6,497,967 (ranking 15th), CT is about 3,501,252 (ranking 29th), IA is about 3,002,555 (ranking 30th), and VT is about 621,270 (ranking 49th). So, about 4.45% of the US population.

California would have been about 12% of the US population alone.

It's either going to be New Hampshire or Maine, by the looks of things (assuming either has a governor in favor). Both states have bills going through their respective state legislatures - and NH's house of reps just voted (narrowly) in favor of allowing same-sex marriage. Maine's legislature is looking at it later this month.
