My mind boggled at the braille on drive-through ATMs until I saw someone in the back seat of a car using one.
I have no idea why blindness should be a special class of disability for the T, but I wouldn't be surprised if it started out as maedbh7 suggested and they just didn't think it through to other similar classes.
good point. on the flip side, most blind people can get used to using the T, while many of us otherly disabled folk cannot. not that making it free would make it any easier...
